They are at a Spice Girls concert, but I think this picture is from the Los Angeles show, when TomKat+Suri were their for the first time.

Well, yeah, I kinda suspected they were at a Spice Girls concert, since one of the juniors are wearing a SPICE BOY t-shirt haha.
